Design and Evaluation of Gender Equality Policies

The course aims at providing scientific and technical knowledge, as well as, familiarization with methods and practices required for the design and the implementation of public policies promoting gender equality. The course includes reference to (a) specialized gender equality policies aiming at reducing the gender gap in different policy areas and (b) policies having an indirect impact on gender relations.

The course examines the objectives and the policy measures evolved in Greece, the European Union and the United Nations for gender equality as they developed since the 1970s. Emphasis is given to the European policy, from the Treaty of Rome (1957) till today, as well as, to its impact on gender equality policies in Greece.

In the course, the basic policy tools are analyzed, such as the legal and institutional framework, the formation of specialized public mechanisms, positive actions in favour of women, including quota, as well as, the integration of the gender dimension in all public policies (gender mainstreaming), the gender impact assessment, the development of gender indicators for the evaluation of results and the gender budgeting.
